Bot(s) get stuck in spawn #37

Inconsistent to reproduce and has been an issue for years.

Killing said bot(s) will end the wave as expected and everything is fine afterwards.

Possible solutions:

Kill bots that haven't moved in a while
Kill all bots if a wave takes too long ("prevent" exploits and that bug) and reset wave
Add easy command to kill all attacker bots
Find the actual cause
