Investigate long stream bounce on 2020-02-19 10:00 am #62

There was a long downage of the stream (a couple minutes) on 2020-02-19 at about 10:00 am. No problems with the video stream were observed at the time it happened. Look at the logs to see if there is something obviously wrong with the bounce code.

There was a period of "NoData"/"Inactive" at that time, and there was a 4-second stream bounce to fix the issue (it fixed it). Nothing odd about the code, it was working as designed and fixed a network problem.
