Add explanations to page /statistics/ #72

The graph "Constituency membership" is unclear. Please add a few words to 
explain. Maybe "How many constituencies that have 0, 1 etc volunteers signed 
up. The line height above number 3 shows how many constituencies there are 
with exactly 3 volunters signed up."

Follow from then number 3 at the bottom and upwards to "

If it's easy, perhaps even change from line to bars, one bar per contituency 
volunteer count?

Good point - it should be a histogram to be correct. I'll get on it.
