SVCB record updates #176

Clarify the SVCB text to align better with the near-final draft. Rename the param to "odoh" to avoid the same issue where "odohconfig" is actually an "odohconfigs".

Some of this text already seems to be in 12.2 so perhaps we don't need all of this here. It likely still makes sense to rename the svcparamkey to "odoh" or "odohconfigs"
