I'm not an expert in how these templates are usually completed, but I
think they are usually stand-alone pages in the registry. That means
that they should not include text like "see elsewhere in this document."
You can possibly include explicit references (such as, "See Section 10
of draft-pauly-dprive-oblivious-doh for discussion of related Security
Considerations."). On the other hand, for "person and email address to
contact for further information" you can simply include the details (as
you do for "author").
