User Story

As a (potential) contributor to tfresource-website
I would like detailed instructions
So that I can understand the workflow for updating tf-resource-website, including creation of issues and issue labels, so the nature of changes to the website can be tracked/quantified.

Context

This is useful for quantifying metrics that we would like to report on AEP50(5) activities.

@gregmacfarlane @billyc is this sufficiently defined per our conversation on 2022 Dec 19? I don't have the notes/agenda regarding the metrics so I wanted to verify. Will be making a pull request for tomorrow's meeting.
