Make CLI update function runtime version to ~4 #263

Upgrading an existing aggregator instance to aggregator 1.2 should update the Azure Function runtime version as specified here: https://docs.microsoft.com/en-us/azure/azure-functions/functions-versions#migrating-from-3x-to-4x
