Contains several additions to allow for (de)compilation of BF/BMD assets in P3RE:

New flowscript version (V4/V4BE)
UTF-8 Encoding
Decompiling/compiling directly to/from uasset by patching the original file Support for the new "pop register" opcode is unimplemented
