@ChristopheLegendre can you add the code for creating the delly annotation file, see other build files for details

scripts created and added to the repo. a GTF.py generic script to parse GTF has been provided for anyone who wants an easy way of parsing GTF; added the script to repo as well in scripts_utilities.

Script has been tested by two people and it has generated the appropriate output for the ensembl_97 version.
