Need to confirm output-type b for annotation reference files #9

This should be --output-type b, we noticed that bcftools annotate for this file actually is using only about 1.25 cpus instead of the allocated 4.

I checked the other build annotation scripts, they all are fine. Only build_gnomAD_r3.0.sh needs to be fixed.
