This should stop infinite job submitting. @PedalheadPHX @jaldrich Please take a look. This fixes #5 <- Also just learned this syntax attaches an issue to a pull request! Neat!

@tgenahmet Not sure how we didn't come across this issue before but seems like the correct fix to me. What I don't understand is how any project was getting past this step
