Add simple footer #31

There are a few open questions:

  1. should the footer stretch horizontally? Right now, I have it so it always takes up 100% of the width of the page.
  2. I wish the styling was a bit easier to read, cc @jameswenzel and #29
  3. I would like to put icons where the default images are, but we don't have them yet.
  4. It might be useful to make an Icon component, see #30
  5. The icons in the design document were all different sizes, so I set the height of the row to exactly 30px and the separation to exactly 85px.
