Support NonUniformResourceIndex #200

It seems that the NonUniformResourceIndex() intrinsic is not known. This is pretty common when using bindless descriptors. More info here: https://docs.microsoft.com/en-us/windows/win32/direct3d12/resource-binding-in-hlsl?redirectedfrom=MSDN#divergence-and-derivatives I've tried to add it to HlslTools myself but I'm having trouble building the project.
