For reference, do other plugins work? Did this plugin used to work before? What version are you using?
Yes, they do. I use the same set of plugins on notebook and mobile: Advanced Tables, File Tree Alternative, Meld Calc, Structured Plugin, Templater and many other plugins work. The previous version of Leader Hotkeys itself didn't work properly (I can set up leader key and actions but nothing happend when the key sequence pressed) but had settings section. Plugin version 0.2.0 on Obsidian v1.2.0 API v0.12.2 on mobile (the most recent) and Obsidian v0.14.15 on notebook.

Anyways, as a workaround, are you able to reach the "Community Plugins" Tab? It contains a button that can also be used to access the options menu.
As a workaround-workaround, the plugin exposes a "Show Register Modal" command. By calling it direct ( Via assigning some shortcut via the native interface ) , you should be able to record ( altough, unfortunately not modify ) some hotkeys too.
Unfortunately, "it works for me" is not an answer that makes it working for me. The setting is unavalable from both Community plugins tab and list of installed plugins in main memnu.
Very strange. Can you check if the native 'shortcuts' panel contains the register modal shortcut? It could help provide a temporary work-around.

No, there is no Register modal shortcut
After installing the plugin on mobile, its settings tab doesn't appear, so I can't set up the plugin for use on my phone with a physical keyboard. I really need this plugin that allows me to expand the set of hotkeys on the keyboard of my Blackberry Key2.
