synths in valhalla aren't prevented from using items they're normally restricted from using #14419

Description

valhalla synths can use all the stuff they usually can't, including guns and armor

doesn't really matter except if new-to-synth players go in there and make a loadout or something using the stuff they can't normally use

Reproduction Steps

  1. ghost
  2. join valhalla
  3. choose marine
  4. choose synth
  5. go to armor vendor
  6. vend jaeger
  7. apply to self
  8. voila

if the intent is to let people play around with whatever in valhalla regardless of usual access restrictions (as is the case with marines and req stuff in valhalla), this can get closed out
