Quick equip from webbing OTHER than shoulder holster doesn't work #14634

Description

Title. A thing to note seems to be that quickstoring into webbing seems to work even if quickdrawing doesn't.

Reproduction Steps

  1. Set a quick equip bind to draw from Webbing
  2. Press that bind in the game
  3. Item from webbing storage doesn't get drawn.

Not a bug, but now that we have fully modifiable draw orders, this limitation could be removed.
