The sandbox panel other item window won't open for non-admins, regardless of the "can people spawn items" setting #38836

Reproduction: go into local world, set mode to sandbox, remove your admin rank in the permissions panel with the - button, or join from another computer or guest account (using the deadmin verb doesn't work, weirdly), open sandbox panel, try to open "spawn other item" window.

I thought this was known to everyone already. Sandbox is a hell of a shitcode. It basically has some sort of checker to allow people to use the sandbox tools. If you can use the sandbox panel, but then you get polymorphed or your mob changes somehow/race changes. You won't be able to use it. The same goes if your name changes. Also sometimes it only allows 1/3 people to use it at roundstart. If you latejoin/respawn. You won't be able to use it. Only if you join at roundstart, and if your mob changes it easily gets lost. Also there's a big chance you probably won't be able to use it anyways.
