Icebox Listening Outpost gets hit with white-out blizzards during Radstorms

Issue Summary

The Icebox Listening Outpost (where the comms agent spawns) isn't radiation-proofed. Bigger issue is that the syndies didn't shell out for a roof for the station - When the rads hit, almost the entire area got covered in a solid white filter that made me think my graphics just broke.

Reproduction:

1. Be a slippery comms agent
2. Get hit by a radstorm
3. Go snow-blind and start collecting mutations

the sleeper post is counted as station turf so it gets affected by all events that affect the entire station or specific areas

It was intended that only maintenance is safe from rad storms, but not the area being covered in snow
