Ban log shows active permabans as expired #52

Active permabans show up as expired for me on the general ban log. https://tgstation13.org/tgdb/bans.php has the issue. https://tgstation13.org/tgdb/bans.php?adminckey=booktower does not have the issue, curiously enough. you can find them by opening the more details link in a new tab and looking at the url, or hovering over it and looking at the url

The bans pictured are 37747, 37748, 37749, 37750

Sample of Permabans listed as simply "Expired" for me: 37840, 37819, 37818, 37801, 37802, 37803, 37804, 37805, 37806, 37798, 37795, 37766, 37767, 37747, 37748, 37749, 37750

Recent permabans listed properly as "Active": 37761, 37791, 37780, 37781

Recent Permabans listed as "Unbanned", with an admin ckey and timestamp below: 37780, 37781, 37782, 37783
