Make config: "skipplugins" Dual-Purpose. #27

skipplugins should be dual purpose.

TODO:

Rename: 'skipplugins' To: 'pluginlist'.

Config: 'backupplugins' If true, 'pluginlist' list plugings to exclude. If false, 'pluginlist' list plugings to backup.

This is now implemented in the latest dev build.
