Data text file with extension .dta within a .ZIP is not automatically extracted #465

What steps will reproduce the problem?
1. Get cm12.zip from 
http://www.fec.gov/finance/disclosure/ftpdet.shtml#a2011_2012
2. Create project from cm12.zip file
3. ZIP file contains only 1 file, foiacm.dta and is not detected.

What is the expected output? What do you see instead?

Do file extensions really matter ? Data publishers use any and all extension 
forms, like our own USA government.  I expected Refine to be uncaring in this 
regard as a power tool and extract the foiacm.dta file and default to 
line-based preview.  foiacm.dta is not extracted and blank preview shows.
