Add a feature so that SLIR will resize the image based on a specified 
percentage. For example, if /slir/w50%/image.jpg was specified and image.jpg is 
200 pixels wide, SLIR should resize image.jpg to 100 pixels wide.

Possible issue: URL encoding of the percent sign.

Instead of "%", just use "p"?
