Change bootstrapped, running and networkEnabled to be 'live' #11

Right now these values are set via one off tests and then a boolean is set. But that isn't reliable. Things can change and these values would be false. There are live tests we can run on all of them, so we should.

This is now in the code. I'll close this on the next check in.
