SafeSocks cannot be set to 1 with TorSettings:

when torSettings.hasSafeSocks() = false, torrc is configured with "SafeSocks 0", good.
when torSettings.hasSafeSocks() = true, torrc is NOT configured for SafeSocks, not good. Expected behavior would be a torrc configured with "SafeSocks 1".
