upgrade to gradle 2.10
update root gradle configuration
update to make android/java tasks dependent to the universal (core) module

@codlab I'm so sorry! Somehow I missed the email notifying me of this PR. I got it for sure, I can see that I read it. But my guess is that I didn't realize it was for this project and not for our main project and so didn't realize that it wouldn't just show up in Huboard. I apologize. I'll go review it now.

@codlab First off, thank you! Second, the binaries in this library are outrageously old. The reason is that right now Thali is focused on local P2P and then we plan on getting back to Tor as part of our new infrastructure. What I had wanted to do before we shifted gears was to set this up so that it would grab and build the source for the Android TOR code so that we would always have the latest and greatest. I hope to get there some day.
