Eliminate TorConfig #84

With the introduction of TorSettings in the last PR, TorConfig is largely redundant.

With the need to support directories and files outside of the executable/library path (#85), we should keep TorConfig which gives us fined grained controller of installation paths. Closing this issue as won't fix.
