Thanks. That looks like what I tried, but when I hit Save Changes I get a page that says only "Forbidden." Any thoughts?

Is it possible to try some other plugin? May be auth-ldap (https://github.com/osTicket/core-plugins). I think this may be problem with file ,db permissions.

I used this project on version 1.10 and it worked for me.
The plugin configuration (Webhook URL) is set to Slack's Incoming WebHooks URL including the HTTPS as shown in below image.
This is tried and tested on osTicket Version: v1.9.4 (c18eac4)
