Update opus index and add new datasets to ELRC

Hello,

This pull request:

• updates opus_index.tsv following the instructions here: #132,
• updates elrc_share.tsv with some new datasets,
• adds a new dataset in tsv format to elrc_share.py,
• updates the url for CC_ALIGNED data.
