It would be nice to have the ability to create new articles (chapters) using 
the CMS. Right now you can only create new pages using the CMS.

I agree!! I am a beginner with the App Engine, is there anyway to create the 
chapters in the code?

This doesn't have to do with the App Engine, but here is an offline-able
