Wont connect to VNC computer thru public ip when on the same network

What steps will reproduce the problem?
1. Connect to VNC server on the same network with its public IP
2. Get error "Connection failed"
3. ...
4. Profit!!! (sorry it was begging me to)

What is the expected output? What do you see instead?
I expect it to connect, but it gives an error.

What version of the product are you using? On what operating system?

Connected to VNC server with local IP and will connect.

This would appear to be a local networking issue, possibly a firewall or other
problem with the local network in it ability to connect.

I am marking this as closed unless we can verify that the action is handled
differently with the Android device than with a similar desktop VNC client.
