define taxset ALL earlier #7

if you load a file and call a command that implicitly uses taxset ALL, this
taxset is not defined yet if the command is in a brownie block in the
executing file but does exist by the time you get a command prompt. See
Stephen Smith email and my reply of Dec. 14, 2009.
