This file is auto generated by protoc. To the best of my knowledge, this change 
will be reverted the next time package_test.pb.js is regenerated.

You're right, the extra goog.setTestOnly('package_test.pb'); line will be 
reverted next time when package_test.pb.js is regenerated.

Since it won't cause any problems, no actions have to be taken.
