Win32 backend for QTerminal #10

Until someone wants to do the heavy lifting to make QTerminal work on
Win32, we should probably condition out all of the terminal stuff so the
rest of QSciTE still compiles on Windows.

Once we can compile on Windows again, this bug can be reclassified
"enhancement".

The terminal now works as well as it needs to for 0.4.  I'd still like to 
emulate
command history (and I'd like to do a better job than cmd.exe does).  But, 
that's a
job for another issue report.
