Loss of non-ASCII characters on save #20

Saving a file containing Unicode characters results in those characters
being simply omitted or replaced with spaces.

Short-term: get open and save to be UTF-8 clean.

Long-term: UI to control what encoding open and save use

UTF-8 clean fixed in r105. Closing bug and opening an enhancement.
