Online help #14

Create online help pages (will add as wiki pages as well).  For a start,
would like:

  * a tutorial
  * quickstart guide
  * install guide
  * JavaDoc for the com.ats.platform package, especially the Strategy class
 (need to flesh out the JavaDoc comments in the source)

Defer to later releases.  Will add documentation, but won't hold up releases 
because
of it.
