Scaffolding

Before we begin app specific work we should get a base down. Scaffold out a simple cyclejs app that can move between dummy/placeholder views.

• [ ] all project dirs, (components, drivers?, etc..)
• [ ] builds and deploys to github pages
• [ ] can move between views
• [ ] works with webpack-dev-server hot reloading
• [ ] config file/system?
• [ ] constants file

This should probably be flushed out more. This isn't a small task, but the idea is that afterwards we can focus on app logic and views.
