Use "draft" status rather than "TODO" suffix to choose which .md to show #4

People, Partners and Projects have a "draft" datum. Let's use this rather than whether there's a "TODO" suffix on the file to distinguish which should be shown.

Let's show all and only draft: false on the life site Let's show all on the dev site.
