New icons for goals and background editors #261

The goals editor icon gets a checkered flag; based on an OpenClipart image. The background and size editor gets the document-properties icon from the default icon theme. Note that the old icon tools-wizard does not show up anywhere in https://specifications.freedesktop.org/icon-naming-spec/latest/ar01s04.html, and my system also did not have it (unsurprisingly), so it needed to be replaced.
