Should ⎕FR be added to quadVars? #227

This came up as a question from a participant - not sure who - at today's Webinar.

Done. Current mechanism repeats assignments at every level where any of ⎕IO ⎕ML ⎕WX or now ⎕FR are different. ⎕FR actually has workspace scope so is redundant elsewhere than top level but then so are any of the others that aren't changed.

Probably not worth changing as all quadVars scripts are editable so can be tailored by user.
