Add farewell page to website #165

We need to communicate our farewell messaging on the website so that we can publicly announce the final cohort and closure at the end of the year.

It could be done in this PR. I see @stacietaylorcima had suggested a callout on the main page. Maybe it can be above or below the "Our mission" block; something along the lines of "Important news" or "Saying farewell: our last cohort".

Then once we wrap up the last cohort, the main page can show some of farewell letter's content

Using some of the existing styles and colours. The href attributes have been corrected to navigate to the correct pages.
