Display HIPAA Date on Application Details Page #222

As an admin, I want to see the captured HIPAA date on the Applicant Details Page.

Acceptance Criteria:

[x] The HIPAA Date captured in the model is visible
[x] It should display to the right of the "Grant Amount Requested" in the same info bar
[x] It must follow the previously defined design criteria

@bwalborn The HIPAA date field should display for all stages (Awaiting HIPAA, HIPAA Verified, Document Review and Ready for Board Review) in the application detail screen even if there is no date. It currently is only showing for "Awaiting HIPAA". Please fix.

Remaining item: remove the seconds for timestamp on Application Details page.

@bwalborn The HIPAA date is still displaying on 2 lines instead of 1 on my screen. Please increase the column width and fix. @H12 can help you if you're having problems adjusting.
