Mark stage as complete button should be disabled if the application is in ready for board review #302

As an admin, once the application has reached the board review status, the mark stage as complete button must be disabled as there are no further steps to proceed. Currently, it is clickable.

Acceptance Criteria:

  1. Grey out the mark stage as complete button
  2. Button functionality shouldn't work (It shouldn't be clickable)
