Declined Applications in Grant Cycle Section

As an admin, Bill wants to see the application name displayed in red and clickable in the grant cycle list of applications (if an application is declined), so that it is directly visible from the list of applications.

Refer to the below screenshot. Acceptance Criteria

[x] Grant Cycle should display applications within the grant cycle dates that are "ready for board review"
[x] When an application has been declined, ensure that it remains in the view for Grant Cycle.
[x] Make the application name in red (whenever an application is in declined status) and hyperlinked to the application detail page

The ticket works partially - when the user tries to decline an application from the list of applications on the grant cycle, the declined application is not reflected on the list after refreshing. @somersbmatthews

We need to merge #191 (which fixes #386) into develop before work on this (#326) .
