Sync Nominations 3x per day #336

As Bill, I would like to see automatically updated nominations in the command center so that I can review new applications through the day.

Acceptance Criteria:

[x] Sync data between the google sheet and command center 3x a day (7AM, 12PM, and 5PM)
[x] The command center should display incremental (new) files to view for the automatic syncing of files.
[x] The new applications should reflect the correct Application Name, HP Name, Family Member Name, Submission Date, and Stage

NOTE:

We are keeping the sync nominations button for Bill do ad-hoc pulls of new applications
