Application process needs to be updated #378

Bill expects to need to do something with the application only after the HIPAA form has been sent.

Acceptance Criteria: [ ]When an application is submitted, a verification email needs to be sent to healthcare care provider to confirm his email address. At that time the application should not be presented in the command center. [ ]Once the healthcare provider has verified his email, the respective emails should be sent to the family representative and the healthcare provider requesting the HIPAA form. At that time the application should be moved to stage "Awaiting HIPAA" automatically. [ ]At that point the application should be visible in the command center at the top list: image.png.
