Update filter list to show applications #379

Since the application first appears in the command center only once the request for HIPAA are sent to both the family representative and the healthcare provider, the filter for stage "Awaiting HIPAA" should be removed from the list of options.

Acceptance Criteria: [ ] The drop down of the stages in the command center window should not have the "Awaiting HIPAA" option image.png

We need to have the awaiting HIPAA option in the dropdown menu on the homepage. Please implement the feature back.
