As Bill, I want to see applications only after the email has been verified so that I do not see any spam applicants in the command center.

Acceptance Criteria

[ ] The ability to see verified applicants in the "Received" stage. If the email has not been verified, I should not be able to see the applicant in the "Received" stage.
