Option to not announce updates to rules when the only change was the reason #200

This has recently become an annoyance because of the way #jjj-tg-scams:matrix.org posts incremental updates to rules adding rooms that the spammer was seen in.

Draupnir posts several updates in my moderation room like:

This seems like undesirable behaviour, so my ask is either the default behaviour be changed to only notify when a rule changes a field other than the reason/description, or to add an extra config option to behave that way, for those of us that want it to be easier to see when an account/server was banned or unbanned.

I see what you're saying, though this is more to not display multiple-changes to a rule that otherwise hasn't changed, whereas #195 seems more to have a second list/location to post more detailed explanations of why the ban occurred?
