Support Internationalisation of Applicable strings. #220

This issue is relatively self explanatory i do hope for everyone as it should be obvious to all stakeholders that having access to the project in the language your the most comfortable in has a big value.

Now yes its a complicated issue in the sense that this does open pandoras box around what should be translated etc but also just technically complex. Still it should definetively be considered because the value is there. Especially for languages that are known to be cases where the native speakers are not as fluent in English.

There is the observation that i personally have made that languages known for having a high english proficiency in their speaker base do in a sense not need the Translations as badly but also have excelent ones much sooner. (I commonly see projects report stuff like 100% on the Swedish translation but lower on other translations like we say French. And i assume this is due to this very reason.)

Ammendment: The choice of translation platform is extremely important for those who provide the translations so this choice should be made together with those who will be providing translations.

I am going to hate you and not translate if you use something that requires manually diffing to original/english to see when new strings are added or changed

From translator point of view, please consider at least gettext which has multiple offline clients if you didn't setup a new translation platform.
