Try to fight users who make the management room public #244

The context is that someone did this without realising the implications, so fighting them by changing the setting back and warning them is probably an acceptable fix.

Should this be a T6? I feel like that should be a last resort if it can't obtain permissions somehow to make it private?

I feel like it should be a T3 issue (workflow issue)

T6 doesn't mean it will crash, it just means that it is to be treated with the same severity
